"Our guarantor is their conscience." Kendirbaeva on those studying abroad at the expense of the budget

In an interview on "Birinchi Radio," Minister Dogdurkul Kendirbaeva noted that the Kyrgyz authorities hope for the honesty of students who received government funding to study abroad. She emphasized that new programs are being developed to improve the qualifications and training of specialists who will contribute to the country's development.

One such initiative is the presidential scholarship "El Umutu," which ranges from 50,000 to 75,000 dollars.

"It is important for them to understand their responsibility. This is a matter of their conscience. They need to return to Kyrgyzstan and contribute to the development of our country by working in the public or private sectors. The president has also signed a decree requiring students to return after completing their studies. Similar measures are in place in other countries, such as Kazakhstan and Uzbekistan. Those who received government funds must come back and serve," the minister explained.

Kendirbaeva added that stricter measures were considered, such as property collateral, as practiced in Kazakhstan, before leaving for studies.

"Nevertheless, we decided to rely on their conscience and trust. This is very important. We continue to believe and hope that they will return. When they left, they assured us of their patriotism and intention to come back," the minister concluded.
