As reported by the Minister of Education Dogdurkul Kendirbaeva in an interview on "Birinchi Radio," not all participants of the "El Umutu" program want to return to Kyrgyzstan, despite studying abroad.
Earlier, at the People's Kurultai, President Sadyr Japarov noted that the state aims to attract young and talented specialists who have received education outside the country.
According to Kendirbaeva, not all scholarship recipients fulfill their obligations to return.
“We really want Kyrgyz citizens who studied abroad at the expense of the state and taxpayers to return and contribute. We invited them, but not everyone agrees. I will not name names, but they understand this themselves. Some asked us to write a letter confirming that the state has no claims against them so that they could continue working abroad, but we could not do that. This is a matter of responsibility and conscience,” the minister noted.
She also mentioned that she offered one of the graduates, who is working in the education sector abroad, to return and take the position of Deputy Minister.
“I asked him to use his experience to reform the system from within, rather than express opinions from the outside. However, he refused, explaining that he receives a high salary abroad. Such a conversation also took place with the president, who also tried to persuade him, but this specialist did not return. If he were offered a salary increase and provided with an apartment through social mortgage, perhaps he would have agreed,” Kendirbaeva added.
Some graduates explain their reluctance to return due to the lack of stability and guarantees in the country.
“But I would say the following: when complete stability is achieved, the need for such specialists may decrease. Nevertheless, there are those who return. For example, a young man who graduated from Germany became part of the personnel reserve and worked in the ministry. After the reorganization, he continued his career in the Ministry of Science,” the minister summarized.
