Japarov also noted that there is a paradox: citizens actively criticize the activities of deputies but do not participate in elections themselves. In this regard, he proposed to consider the possibility of introducing mandatory voting and instructed the deputies of the Jogorku Kenesh to develop an appropriate draft law. As possible measures, he mentioned responsibilities, fines, or restrictions similar to those in Singapore, up to a ban on participation in the next elections.
