"Devoured Millions." The Mayor of Bishkek spoke about the 22 million euros for the waste processing plant that are still being paid.

The question of 22 million euros arose back in 2022, when the president visited the landfill and met with residents. The mayor of Bishkek, Aibek Junushaliev, reported this while discussing the "spent" money that was supposed to be allocated for the construction of a waste processing plant.

According to the mayor, the president then instructed the relevant authorities to conduct an investigation.

“Out of the 22 million, 16 million euros were spent, but only 900 thousand of that was used to build a small office building, which was only used for a short period. There are indeed questions, and law enforcement continues to work. At this point, I cannot name the guilty parties. The president also instructed to provide a report on this matter,” Junushaliev clarified.

He also added that 6 million 280 thousand euros remained in the accounts, however, the Bishkek city hall decided not to use these funds due to the lack of a clear plan for their expenditure.

“This is a loan. Every year we pay 128 million soms, and these payments will continue until 2028. We do not understand what exactly we are paying for. Although one could talk about conducting work on tracing the landfill, but, excuse me, two years ago the president allocated funds to eliminate the problems with the landfill. Throughout the entire time that the 22 million were used, the landfill continued to smoke. Recently there was an arson, and the smoke rose again, although only 10% of the landfill was burning,” the mayor noted.

Junushaliev also reported that the 22 million euros were used from 2013 to 2015 after agreements were signed, and the expenditure of funds continued until 2020.

“The contractor was an Estonian company. Clearly, someone made the decision to allocate these funds. In 2021, we were going to sue them to get the money back, but we found out that this company was just a legal entity and had never dealt with waste issues. The question is, why was this matter entrusted to them? I think the investigation will sort this out,” the mayor added.
