Sadyr Japarov launched a waste recycling plant in Bishkek

President of the Kyrgyz Republic Sadyr Japarov noted at the event that the solid waste landfill began its operation in 1974 and has since accumulated about 20 million tons of garbage, which has created serious problems for the capital.

Every day, up to 1,500 tons of waste were removed in Bishkek, negatively impacting the city's ecology. Despite years of efforts, a systematic solution to this problem had not been achieved.

To find a way out of the situation, the best international practices were studied, including those from China. As a result of a visit by a delegation from the Bishkek city administration to the city of Changsha and familiarization with the work of the company "Hunan Junxin," which deals with waste recycling, it was decided to start cooperation.

In 2024, the Cabinet of Ministers of Kyrgyzstan signed an Investment Agreement with LLC "Junxin Huanbao Ke Ji Invest," aimed at implementing modern and environmentally safe waste disposal technologies.

The President emphasized that the newly opened plant will be the first in Central Asia to produce electricity through waste recycling. This construction will significantly improve the environmental situation in the capital and help provide the population with electricity.

The total investment in the project amounted to 95 million US dollars, and 12 hectares of land were allocated for the plant, with financing fully provided by the investor.

The head of state also recalled previous unsuccessful attempts to build a waste recycling plant. Until 2020, 22 million euros had been allocated for the project, but a significant portion of the funds was misused, and the plant was never built.

The President noted that 6 million euros remained in accounts and were returned to investors, while the remaining amount of 16 million euros is now being paid by the Bishkek city administration. He emphasized the importance of strict control over the targeted use of finances.

The construction of the plant was completed in 1.5 years, although the project was initially scheduled for two years. The concession period is 35 years, after which the plant will transfer to state ownership.

The plant will be able to process up to 365,000 tons of waste per year and will include a clean condensing turbo-generator power plant with a capacity of 30 MW. This will save about 80,000 tons of coal and reduce carbon dioxide emissions by 100,000 tons.

In the first phase of the plant's operation, up to 1,000 tons of waste will be processed daily, and in the future, capacities will gradually increase.

Thus, the plant not only addresses the waste recycling problem but also contributes to electricity generation, creating new jobs.

With the successful implementation of the project, similar plants are planned to be built in other cities such as Osh, Balykchy, and Karakol, and work is currently underway to conclude investment agreements.

The President assured that the state will continue to support such initiatives and attract investors, which will contribute to the sustainable development of the country.

In conclusion of his speech, Sadyr Japarov awarded the General Director of LLC "Junxin Huanbao Ke Ji Invest," Dai Dao, with the Order of "Dostuk" for his contribution to the project’s implementation.

During the event, the President familiarized himself with the technological process of waste disposal and was informed about all stages, from waste reception to monitoring environmental parameters. The plant meets international standards and has advanced equipment.

The President also saw how slag and ash are recycled into construction materials.

In conclusion, he spoke with residents of nearby areas, who expressed gratitude for solving the long-standing problem of garbage and smoke they have experienced for many years. They noted that the opening of the new plant would be a significant improvement in the ecological situation and a much-desired gift for the New Year.
