Since the former officials were detained, they have been held in custody in the GKNB pre-trial detention center. The latest measure of restraint, extended until January 14, 2026, concerned their detention.
Following the court proceedings held on December 25, 2025, both were found guilty under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic, concerning abuse of office.
The court imposed a fine of 4,000 calculation indicators on Abduvaporov, which amounts to 400,000 soms, to be paid to the state.
Kydyrgychov was fined 3,000 calculation indicators — 300,000 soms.
Both former leaders were also deprived of the right to hold certain positions and engage in specific activities.
Additionally, a third participant in the case, T.A.A., was also found guilty under Articles 41, Part 4, and 267, Part 2 of the Criminal Code of the Kyrgyz Republic, receiving a fine of 330,000 soms and deprivation of the right to hold certain positions.
Abduvaporov and Kydyrgychov were stripped of special ranks, class ranks, and state awards.
The measure of restraint for both was changed to a written undertaking not to leave until the verdict comes into legal force.
As for T.A.A., his measure of restraint remained the same.
Details of the case Islambek Kydyrgychov and Altynbek Abduvaporov were interrogated at the GKNB on December 5-6, 2024. On December 6, they were placed in the GKNB pre-trial detention center.
Three days earlier, searches were conducted in four departments of the GNS in the capital.
According to the GKNB, some major producers and importers of excise goods (including alcohol and tobacco products) did not record deviations and withdrew cargo documents, leading to significant losses.
“Throughout 2024, GNS employees ignored the facts of the withdrawal of shipping documents amounting to over 3.2 billion soms,” the GKNB reported.
The investigation revealed that 1 million ETTN was returned but not checked by inspectors. The total volume of ETTN amounted to 464 billion soms, and the amount of unpaid taxes reached 30 billion soms.
Furthermore, the GKNB reported that Abduvaporov had assets worth $55 million both in Kyrgyzstan and abroad, including a house in Bodrum, Turkey, and commercial properties in Almaty and Bishkek.
