In Russian prisons, more than 1,200 Kyrgyz citizens are serving their sentences.

At a meeting of the Committee of the Jogorku Kenesh on judicial and legal issues, law enforcement, combating crime, and countering corruption, deputy Altynbek Kylchayev raised the issue of the difficulties faced by Kyrgyz citizens serving sentences in Russian prisons. According to him, many of them do not receive responses to their requests for repatriation for a long time.

“How long do you take to consider letters that come from abroad? Hundreds of our citizens are in prisons in Russia, and some of them are being recruited to participate in combat operations. People wait for several months to find out about their extradition,” Kylchayev noted.

Deputy Attorney General Umutkan Konkubaeva reported that in 2024, 128 citizens returned to Kyrgyzstan from abroad, including 118 from Russia. In 2025, this number increased to 221, and decisions have already been made regarding the return of another 124 Kyrgyz citizens, with their transfer expected.

Additionally, she clarified that currently, 1,210 citizens of Kyrgyzstan are serving sentences in Russian prisons. However, she noted that the extradition process can take a significant amount of time due to the complexities of intergovernmental procedures. It is necessary to wait for a court decision in Russia, which can also be delayed for months, concluded Umutkan Konkubaeva.
