On January 13, at a meeting of the committee of the Jogorku Kenesh on constitutional legislation, deputy Janar Akayev raised questions regarding the draft law on the reform of the system of state awards and honorary titles.

His questions were answered by Kuban Kazakov, Deputy Minister of Justice.

Akayev emphasized that the current draft law proposes to merge the title of "People's Poet of the Kyrgyz Republic" with "People's Writer." However, poets, especially those engaged in improvisation, constitute an important part of Kyrgyzstan's cultural heritage, and it is incorrect to refer to them as "writers." According to him, this is a separate form of art that does not imply writing texts, but only improvisation. In this regard, the deputy insisted on the necessity to preserve the title of "People's Poet."

The Deputy Minister of Justice explained that the merger occurred because the term "writer" encompasses a broader range, including poets.

Kazakov also noted that if the deputies and the professional community put forward additional proposals, this issue could be considered in more detail.

In addition, the deputy touched upon the topic of optimizing the award system, within which it is proposed to exclude honorary titles for many professions from the state structure.

He emphasized that such titles played an important role in supporting and morally recognizing those who have worked for decades in educational institutions, hospitals, cultural organizations, and in the regions.

Akayev added that the financial burden from allowances for titles is usually insignificant and inquired whether the reduction is related to the need to save funds or to the fact that awards have been handed out too frequently.

To this, Kazakov responded that the value of state awards is decreasing.
