The Cabinet of Ministers has initiated the expansion of the mechanism for outsourcing state and municipal services. This draft law has already been reviewed in the first reading by the Committee on Constitutional Legislation of the Jogorku Kenesh. According to the justification note, a significant portion of state services is currently provided to the population free of charge through budget funding. However, the republican and local budgets are unable to provide for all potential recipients of these services. The proposed changes suggest that services provided within an established quota will remain free. At the same time, services that exceed this quota or are intended for citizens not in privileged categories may be subject to fees. Their execution will be partially or fully outsourced to private legal entities and individuals.
The Deputy Minister of Economy, Choro Seitov, noted that, for example, certain legal services could be provided by private notaries, while transportation and other services could be offered by non-state companies. Quality control of these services will be carried out by authorized state bodies, and the list of services and requirements for performers will be defined by subordinate legislation. According to the deputy minister, the increase in prices for state and municipal services may be around 10 percent. Deputies expressed concerns regarding possible contradictions in the provisions of the draft law and promised to take them into account in the second reading.
