The deputy questioned the correctness of outsourcing government services to private companies.

Deputy Kubanychbek Samakov, on January 13, 2026, at a meeting of the committee of the Jogorku Kenesh, which deals with issues of constitutional legislation, state structure, local self-government, and regulations, raised important questions regarding the proposed norm on transferring state and municipal services into the hands of private legal entities and individuals. He also requested clarification on which specific services are planned to be outsourced.

Deputy Minister of Economy Choro Seitov stated that outsourcing only pertains to certain functions of the services, and not all services in their entirety.

The deputy clarified whether there is already a formed list of legal entities and individuals ready to take on the provision of these services. He was informed that such a list does not currently exist.

Samakov expressed his concerns that transferring functions to private companies could lead to an increase in the cost of services for citizens.

Choro Seitov confirmed that currently, services are provided at cost price, and if functions are outsourced, the cost could indeed rise.

This meeting was held as part of the discussion of the draft Law "On Amendments to the Law of the Kyrgyz Republic 'On State and Municipal Services'" in its first reading.
