At the meeting of the Jogorku Kenesh Committee on Constitutional Legislation, held on January 13, Deputy Gulnara Akimbaeva expressed her comments regarding the draft law concerning state awards and honorary titles.
During the discussion, Deputy Minister of Justice Kuban Kazakov announced plans to optimize the award system: it is proposed to reduce the number of state awards, honorary titles, and prizes from 46 to 20, while five honorary titles will remain in the current version.
Akimbaeva noted that the new draft will retain titles in the field of culture and art — such as "People's Artist," "People's Painter," "People's Writer," however, the title "People's Poet of the Kyrgyz Republic" is proposed to be excluded, merging it with the writer's title.
The Deputy Minister of Justice explained that the merging of poet and writer is due to the fact that "writer" encompasses a broader spectrum, including poets. "If we consider it as a whole, writer is a broader concept. Poets are included in that," Kazakov clarified, adding that the initiators are ready to consider proposals for the return of a separate title.
Additionally, Akimbaeva raised the issue of a clause in the draft law stating that citizens will not be awarded state awards or granted honorary titles in connection with anniversaries and before festive and professional days. She emphasized that such wording effectively constitutes a ban, whereas in practice, awards in Kyrgyzstan are often given at the end of the year and before state holidays, including Independence Day.
The deputy also pointed out inconsistencies between the Kyrgyz and Russian versions of the draft law: the Russian text uses the phrase "on the eve of festive days," which is vague, while the Kyrgyz version states "майрам күндөрдүн жана кесиптик майрамдардын алдында," which also does not specify exact timelines.
She suggested revising this provision and clarifying the wording to avoid possible misunderstandings and discrepancies with actual practice.
