Dastan Bekeshev, a deputy of the Jogorku Kenesh, revealed at a meeting of the committee on constitutional legislation, local self-government, and regulations, held on January 13, 2026, that a foreign company engaged in the registration of IMEI codes in Kyrgyzstan turned out to be fraudulent.
According to him, the management of this company "fled," failing to fulfill its obligations to pay salaries to employees.
“The company is no longer operating in the country. We need to conduct a more thorough selection of organizations that intend to provide state or municipal services. What can we do in this situation? What about the IMEI codes if the company has disappeared?” — Bekeshev shared his opinion.
On the agenda was the draft law "On Amendments to the Law of the Kyrgyz Republic on State and Municipal Services," which was being considered in the first reading. In 2024, former Prime Minister Akylbek Japarov expressed the possibility of terminating the contract with this company engaged in the registration of IMEI codes.
He raised concerns about public dissatisfaction caused by the lack of information regarding the registration process and the problems that arose with access to services.
Japarov noted that if necessary, decisive actions would be taken, including the termination of the contract with the unscrupulous company.
