The deputy reminded of the sad experience of outsourcing public services

The Ministry of Economy presented a draft law on outsourcing some state and municipal services to private companies


At a meeting of the committee of the Jogorku Kenesh on constitutional legislation, deputy Dastan Bekeshev drew attention to unsuccessful cases of outsourcing state and municipal services.

During the discussion of the initiative from the Ministry of Economy and Commerce, he emphasized that while he is not against outsourcing per se, it is important for the draft law to contain clear requirements for private contractors.

The deputy cited the example of waste collection services, which led to a number of disputes and problems. He also mentioned the case of car towing, where the functions of the State Traffic Safety Inspectorate were transferred to private companies, and the cost of the service reached almost 3,000 soms, ultimately resulting in the cancellation of the practice after the intervention of the prosecutor's office.

Furthermore, Bekeshev recalled issues related to the registration of mobile devices by IMEI codes, when one of the companies, clearly fraudulent, disappeared without paying its employees' salaries.

In his opinion, the draft law must clearly outline the qualification requirements for contractors, as well as mechanisms for accountability in case of their unscrupulous activities; additionally, the protection and storage of citizens' personal data are important issues.

Dastan Bekeshev reported that he sent his recommendations for revising the draft law and expressed hope for support from his colleagues during the subsequent review.

The draft law proposed by the Ministry of Economy and Commerce provides for the possibility of outsourcing public services or individual stages of their provision to private companies and individuals.
