The Ministry of Economy is initiating the simplification of the rules for providing government and municipal services
At a meeting of the committee of the Jogorku Kenesh, which deals with constitutional legislation, state structure, local self-government, and the Regulations, a draft law was presented concerning amendments to the Law "On State and Municipal Services."
The document was presented by Choro Seyitov, Deputy Minister of Economy and Commerce. The main goal of the draft law is to reduce bureaucracy in the system of public services and improve their quality.
According to the proposed changes, state and municipal bodies will be able to transfer the execution of services or individual stages to private legal and physical entities, bypassing the traditional mechanism of public procurement. This will be carried out according to a special procedure approved by the Cabinet of Ministers, while state control over pricing and service standards will remain in effect.
The draft law also introduces a ban on requiring citizens and businesses to provide documents and certificates that are already held by government agencies and can be obtained through the inter-agency electronic interaction system "Tunduk."
Additionally, it is proposed to simplify the standards for state and municipal services by reducing mandatory requirements and abolishing the need for approval of administrative regulations, which will enhance the significance of internal regulations of government agencies.
The document also clarifies the procedure for providing paid government services: free services will remain within the framework of state orders, while services exceeding the established quota may be provided on a paid basis. For some categories of services, it is possible to set prices above the cost price in order to update the material and technical base and improve the quality of services.
