The bill proposes appointments to state and municipal positions without a competitive selection process.
A draft law is currently under consideration in the Jogorku Kenesh that amends the Law "On State Civil Service and Municipal Service," aimed at simplifying the employment process in public service for certain categories of citizens.
According to the proposal, appointments to administrative state and municipal positions will be allowed without competitive selection for the following groups:
• citizens of Kyrgyzstan who have worked in the Eurasian Economic Commission for more than two years;
• individuals who have previously held political positions in the state and municipalities.
The authors of the bill emphasize that such specialists already possess the necessary qualifications, managerial experience, and international knowledge, enabling them to work effectively in the field of public administration.
It is important to note that the introduction of a simplified procedure will be targeted and will not abolish competitions for other citizens, preserving their right to participate in the selection for public service.
