In the recent early elections for the Jogorku Kenesh, voter turnout was only 36.9%. President Sadyr Japarov also expressed concern about such low civic engagement.
In the new composition of parliament, a draft law was developed aimed at increasing voter turnout. One of the proposed measures is to introduce fines for not attending elections. However, this is not the only solution:
Why don't you go to the elections?
No worthy candidates
I don't see the point — nothing changes in the end
I don't even know when they are held
This is my principled position
No opportunity to vote for various reasons
I’m waiting for the chance to vote from home or online
My vote doesn’t matter
The draft law also proposes exemptions from the obligation to participate in elections and referendums for certain categories of citizens:
Methods of verification and the amounts of fines have not yet been specified. It is important to note that there are over four million voters in Kyrgyzstan.
In addition to fines, the draft law offers a number of incentives for those who participate in voting:
