Russian lawmakers want to ban extending patents for migrants with debts

The Chairman of the Committee on Labor, Social Policy, and Veterans Affairs, Yaroslav Nilov, noted that the new initiative could become "one of the tools in the fight against debts of foreigners."

After the New Year holidays, State Duma deputies plan to present a bill that will prohibit the issuance or extension of work patents for migrants who do not comply with Russian court decisions, including cases of debt. Nilov reported this in an interview with TASS.

According to Nilov, "we insist on the need to introduce a mechanism that would allow the refusal of patent issuance if the migrant is a persistent non-payer with a court decision on the debt." He added that this bill will be sent to the government and submitted to the State Duma during the spring session.

The deputy emphasized that this measure should create conditions under which debtors will be required to pay off their debts to obtain a patent extension. "This is important to stimulate the fulfillment of obligations to the state," he noted.

Earlier, Nilov also reported that the proposed amendments would specify that the basis for the annulment of a work patent would be any persistent non-compliance with Russian court decisions.

In addition, the Ministry of Internal Affairs of the Russian Federation presented a draft order regarding changes to the regulations for issuing and processing patents. According to the draft, patents will not be issued to foreigners if they use drugs, have dangerous infectious diseases, or have not provided documents on the results of medical examinations within the established timeframe, among other reasons.
