Volodin: We are preparing initiatives to tighten migration policy in the Russian Federation

Vyacheslav Volodin, Chairman of the State Duma, announced the preparation of new bills aimed at improving migration policy in Russia. He wrote about this in his Telegram channel.

“We are preparing a number of initiatives aimed at improving migration policy,” noted Volodin.

Among the proposed changes is the reduction of the mandatory medical examination period for foreign citizens coming to Russia for more than three months, from 90 to 30 days. In addition, medical institutions will be required to transmit information to the Ministry of Internal Affairs about issued medical certificates, as well as to Rospotrebnadzor regarding cases of infectious diseases detected among migrants, which will allow for prompt measures to be taken for their deportation.

The initiative also provides for administrative liability for foreign citizens evading medical examinations, including fines and the possibility of judicial expulsion. The tightening of criminal liability for the forgery of medical documents and their circulation will also be part of the new measures.

Volodin emphasized that these initiatives are aimed at strengthening control over migrants and increasing the level of public safety in the country.

Earlier, he also reported that the Federal Bailiff Service expelled about 35,000 migrants who violated migration rules this year. It should be noted that starting from February 2025, a registry of controlled persons—a database of illegal migrants created at the initiative of deputies—came into effect. As of September 1, 2025, the registry listed 770,000 migrants, of whom one third are women and children.
