The Ministry of Culture of Kyrgyzstan is developing a bill on bloggers

The Minister of Culture, Information, and Youth Policy of Kyrgyzstan, Mirbek Mambetaliev, informed journalists about the start of work on a new draft law concerning bloggers.

He noted that a law on mass media was adopted in the past, and now it is time to create a regulatory act that will govern the activities of bloggers.

“It is necessary to clearly define who is considered a blogger. They have a specific audience and subscribers whom they influence. Although bloggers are not part of the media, they still need to be accountable for the information they disseminate,” Mambetaliev added.

As an example, he cited the situation with civil servants and media personalities who run their own blogs.

“There are bloggers who are civil servants and have about 5-10 thousand subscribers. They share official information. At the same time, there are bloggers with 50-100 thousand subscribers, and some even have over a million, who are engaged in entrepreneurship and promote various products. This also requires regulation. We aim to create conditions under which both bloggers can operate and the interests of society are respected,” he concluded, adding that the draft law will be completed by 2026.
