A draft law concerning amendments to the Law "On Conflict of Interest" has been submitted to the Jogorku Kenesh.

This document is intended to clarify and expand important provisions aimed at preventing and resolving conflicts of interest among state and municipal officials.

In the new version of the law, the concept of "affiliated person" will be defined more broadly. This term will include both individuals and legal entities capable of influencing decision-making through transactions, shares in companies, financial dependencies, control, as well as close family ties or dependency.

The draft law also stipulates that the cabinet of ministers will determine the authorized state bodies for the implementation of the conflict of interest law. One of these bodies will be responsible for coordinating and monitoring compliance with the provisions of the document.
Some changes pertain to the procedure for checking declarations of personal interests.
According to the draft, checks of declarations will be conducted by the human resources services of the relevant state bodies, as well as local self-government bodies and institutions.

Additionally, the document strengthens accountability for violations. The new version of Article 28 establishes that disciplinary responsibility is provided for submitting false information in declarations, and the lack of action by the leader upon identifying a conflict of interest may lead to their dismissal.
Income and property benefits obtained in violation of the law will be considered a loss to the state with an obligation for their reimbursement.
