On December 29, the State Committee for National Security (GKNB) organized a meeting attended by representatives of regional and district administrations, law enforcement agencies, heads of education departments, as well as school directors from the Talas region.
According to information received on December 30, a report on the preliminary investigation of the incident that occurred among 7th-grade students at Talas Secondary School No. 5 was presented at the meeting. A video recording of the incident quickly spread on social media and caused a wide public outcry.
During the investigation, it was revealed that the work of government agencies in preventing offenses among minors was insufficient. Additionally, the norms concerning the moral and spiritual education of youth were not adhered to.
As a result, the GKNB issued a "resolution aimed at eliminating the causes and conditions contributing to offenses among minors, their recurrence, as well as preventing negative social consequences and public resonance."
Consequently, the director of Secondary School No. 5 and the deputy head of the Talas Internal Affairs Department were dismissed from their positions. Disciplinary measures were also taken against the head of the Talas education department and the school social educator, while four police officers received reprimands.
Some students were placed on professional records, and their parents faced financial penalties.
During the meeting, important aspects were also discussed, such as:
- early identification of adolescents predisposed to offenses;
- increasing the accountability of educational institution leaders;
- improving interaction between educational institutions and law enforcement agencies;
- measures to prevent bullying, violence, and aggressive behavior in schools;
- creating a safe and comfortable educational environment.
