"Teenagers Living with Grandparents Called 102 with Complaints": Crime Rate Increase Discussed in Talas

On December 26, a meeting dedicated to the fight against violence was held at the Aman Toktogulov Regional Library in the city of Talas.

Deputy akims, heads of education departments, employees of the labor and migration management, as well as representatives of the Talas city administration were present at the meeting.

Deputy Plenipotentiary Mira Seydikirimova noted that despite preventive measures and explanatory work, the level of offenses among teenagers is not decreasing.

According to her, it has become a trend to film committed offenses on phones and post them on social networks.

Deputy Head of the Talas Region Internal Affairs Department Zorbek Ibraimov reported that compared to last year, the number of crimes has increased by 107.

He stated that crimes committed in public places have increased by 25: in the city of Talas — by 3 cases, in the Aitmatov district — by 12, and in the Talas district — by 29.

“We are working without interruption, but the growth continues. In the Talas district, 5 cases of suicide have been registered. A fire needs to be prevented, not extinguished after it has already started,” Ibraimov summarized.

Prosecutor's Office employee Bekturgan Yrysov touched on the topic of school racketeering and emphasized the need to develop a modern model of exemplary behavior among teenagers.

Deputy Akim of the Aitmatov district Saltanat Mambetova shared that she regularly visits schools in the district with the relevant authorities and conducts anti-violence work.

“We tried to convey information to children not in meetings, but through practical activities. We managed to prevent several suicidal cases,” she said.

Deputy Akim of the Talas district Venera Tabyldievna noted that it is necessary to increase parental responsibility and apply the fines provided by law. She then spoke about the measures being taken in the district to combat violence.

Deputy Akim of the Manas district Aziya Azimkulovna said that it often happens that people call 102, but when law enforcement officers arrive, the complainants refuse to file a report.

She added that at one time, the courts of elders had a strong influence and “unwritten rules” can also work.

Deputy Akim of the Bakai-Ata district Eshim Kachiev emphasized that to reduce violence, parents and authorities must work together.

He spoke about the activities of the courts of elders, funding for combating violence from the ayil okmotu, as well as the work of local authorities in general.

The event also reported cases where teenagers living with their grandparents filed complaints by calling 102.
