On December 29, an extended meeting organized by the State National Security Committee took place in the Talas region. The meeting brought together heads of local administrations, law enforcement agencies, representatives of educational institutions, as well as school directors from the region.
According to reports, the main goal of the meeting was to discuss issues related to preventing conflicts and offenses among students of general educational institutions.
During the meeting, it became known that the State National Security Committee is conducting a preliminary investigation regarding manifestations of antisocial behavior among seventh-grade students in the city of Talas. Video recordings of these incidents have been widely circulated on social media, causing significant public resonance.
The results of the investigation showed that the work of state structures responsible for preventing offenses among youth was insufficient. Violations in the area of moral and spiritual education of adolescents were identified. In this regard, the State National Security Committee decided on the need to eliminate factors contributing to offenses among minors.
As part of the implementation of this decision:
the director of secondary school No. 5 and the deputy head of the city police department of Talas were relieved of their positions;
- disciplinary measures were applied to the head of the city education department and the social educator of secondary school No. 5;
- four employees of the internal affairs bodies of the city were reprimanded;
- the minor participants in the incident were placed on preventive registration;
- fines were imposed on their parents in accordance with current legislation.

- increasing the responsibility of educational institution leaders;
- strengthening cooperation between educational institutions and law enforcement agencies;
- preventing bullying, violence, and aggressive behavior in schools;
- creating a safe and comfortable educational environment.
