In his speech at the opening of the new branch of the State Committee for National Security (GKNB) in the Issyk-Kul region, Kamchybek Tashiev stated that law enforcement agencies must be held accountable for the death of Zhibek U., who died under circumstances requiring thorough investigation.
Tashiev noted that law enforcement agencies had no right to remain inactive, especially considering that the woman had repeatedly sought help. He emphasized that the responsibility for what happened lies with all levels, including senior management.
According to him, Zhibek had a protection order, which obligated state structures to ensure her safety and take measures against her husband, who was an abuser. "We should have shown that the state is on the side of the woman, but this was not done," he added.
Tashiev also pointed out the shortcomings in the work of law enforcement agencies, which were limited to merely formal documentation without providing real protection. "We failed to notice the threat; we lacked the strength and attention to prevent the tragedy," noted the head of the GKNB.
He assured that the investigation into Zhibek's death would be conducted with utmost care, and the issue of disciplinary responsibility for those who were inactive would be considered.
Tashiev also warned that in the event of similar cases being identified, not only police officers but also local government and prosecutor's office leaders would be held accountable.
In conclusion, he called for more active preventive work, advising law enforcement agencies to go beyond their offices, conduct patrols, and identify cases of violence at early stages.
The tragedy occurred on December 23. According to police, a man shot his ex-wife on her birthday while in a state of alcohol intoxication. The couple had three children.
The suspect is a former police officer who retired in 2019 and had recently worked as a coach in a gym in the capital. He had a firearm permit obtained after his retirement.
A criminal case for murder has been initiated, the suspect has been detained and placed in the temporary detention facility of the Bishkek City Police Department. The investigation is ongoing.
The head of the Bishkek City Police Department, Azamat Toktonaliev, noted that alcohol was one of the reasons for the murder. In his opinion, the situation could have been different if it weren't for this factor. He also mentioned that the suspect came with a cake and flowers, and Zhibek agreed to go with him; however, it became known that the gift was actually from students of the KAU.
Kamchybek Tashiev and Ombudsman Jamila Dzhamanbaeva stated that no circumstances justify the brutal murder of a mother of three children.
On December 26, it became known that the investigation had been transferred from the police to the GKNB. By Tashiev's order, an investigative headquarters was established in the central office. The former police officer was transferred to the GKNB investigative isolation facility, and it was revealed that the weapon used was illegal. Despite having a protection order, Zhibek could not avoid the tragedy.
