Kamchybek Tashiev, the chairman of the State Committee for National Security (SCNS), during his working trip to the Issyk-Kul region, held a meeting dedicated to the construction of a highway in the southern part of the region. As reported by the Region TV channel, the meeting was attended by municipal leaders, law enforcement representatives, as well as employees of the Ministry of Transport and contracting organizations involved in the Balykchy — Barskoon road project.
During the meeting, Tashiev expressed dissatisfaction with the state of the repair of the 141-kilometer road, which began in 2021 but has not yet been completed. He issued strict warnings to the responsible leaders and contractors.
“A contract worth $798 thousand was signed in 2021, and now the cost of the work has increased to $1.3-1.4 million. The work has not been completed within the stipulated time, and it is clear that the organizational processes are in an unsatisfactory state. State control is also insufficient. Therefore, I am taking personal control of all road construction works. If you do not fulfill your obligations on time and with the proper quality, the responsible individuals will be held accountable. You will be strictly punished,” emphasized the head of the SCNS.
In addition, he ordered the arrest of Mirlan Isagaliev, the founder of LLC “Kyrgyz Zhol Kurulush,” for delays in the repair of the section of the Balykchy — Bokonbaev — Karakol road.
The head of the committee also instructed the leaders of construction companies to complete the repair of the Balykchy — Barskoon — Karakol highway by August 31, 2026.
It is worth noting that the reconstruction of the Balykchy — Bokonbaev — Karakol road began in the summer of 2021 at the instruction of President Sadyr Japarov. The general contractor is the Association of Road Construction Companies of the Kyrgyz Republic, and the work on the section from kilometer 0 to kilometer 71 is being carried out by LLC “Kyrgyz Zhol Kurulush.”
