On December 27, 2025, during a working visit to the Issyk-Kul region, Kamchybek Tashiev, Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic and head of the State Committee for National Security, held a meeting dedicated to the construction of a highway in the southern part of the region, upon the instruction of President Sadyr Japarov.
Representatives of local authorities, law enforcement agencies, the Ministry of Transport and Communications, as well as contracting organizations involved in the "Balykchy–Barskoon" road project participated in the meeting.
General Colonel Tashiev expressed dissatisfaction with the delays in the repair of the 141 km long highway in the southern part of the Issyk-Kul region. He noted that work on the "Balykchy–Barskoon–Karako" route began back in 2021, but has still not been completed.
He also pointed out that when the contract was signed, the cost of one kilometer of the road was 798 thousand dollars, but it has now increased to 1.3–1.4 million dollars. Despite the significant increase in cost, construction work has still not been completed on time.
Kamchybek Tashiev noted shortcomings in the organization of work and a low level of state control, adding that he would now personally monitor the implementation of the project. If deadlines are not met or the quality of work is found to be unsatisfactory, those responsible will face punishment.
In addition, the chairman of the GKNB ordered the detention of Mirlan Isagaliev, the founder of LLC "Kyrgyz Zhol Kurolysh," for failing to fulfill his obligations regarding the section of the highway "Balykchy–Bokonbaev–Karako" over the past five years.
Some leaders and representatives of contracting organizations were given clear deadlines and assignments for the phased completion of work. According to the instructions, the full completion of the construction of the "Balykchy–Barskoon–Karako" highway must take place by August 31, 2026. Work must be intensified immediately.
