Tashiev criticized the timelines and quality of the construction of the "Balykchy–Barskoon–Karakol" highway and took the work under personal control

On December 27, 2025, during his working trip to the Issyk-Kul region, Colonel General Kamchybek Tashiev, who holds the position of Deputy Chairman of the Cabinet of Ministers and Chairman of the State Committee for National Security (GKNB), held a meeting dedicated to the construction of a road in the southern part of the region, as reported by the GKNB press service.

According to the agency, Tashiev expressed dissatisfaction with the prolonged repair of the 141 km road "Balykchy — Barskoon — Karakol," which started back in 2021.

“The contract for the construction of 1 kilometer of road was signed in 2021 for the amount of $798,000, but currently, the project costs have risen to $1.3–$1.4 million. Nevertheless, the work is still not completed. It is obvious that the organizational work is poorly managed, and state control leaves much to be desired. I have taken personal responsibility for the progress of the road construction works. If deadlines are not met or the quality is unsatisfactory, those responsible will have to face punishment,” Tashiev stated.

As a measure, the chairman of the GKNB ordered the detention of Mirlan Isagaliev, the founder of the LLC "Kyrgyz Road Construction," for failing to fulfill obligations for the construction of the "Balykchy–Bokonbaev–Karakol" road over the past five years.

“Certain leaders and representatives of construction companies have been given clear instructions and deadlines for the phased completion of the work. The full completion of the 141 km road "Balykchy—Barskoon—Karakol" must be accomplished by August 31, 2026. Starting today, it is necessary to actively begin fulfilling these tasks,” the GKNB added.
