The document notes that the creation of an information system for monitoring the movements of foreign citizens must be completed by December 10, 2027. This process will involve agencies such as the Ministry of Internal Affairs, the Federal Security Service, the Ministry of Transport, and the Ministry of Digital Development, as well as representatives from the regions of Russia.
Furthermore, the Ministry of Internal Affairs will gain access to the booking systems of international airlines, which will allow them to notify these carriers in advance about entry bans to Russia for certain foreign citizens. As part of its plans, the ministry also intends to create a system for analyzing open sources of information.
Thus, by December 2026, a biometric identification system will be developed, which will be an important step in improving migration control.
