Dastan Bekeshev Reminded of Past Failures When Public Services Were Outsourced

Deputy Dastan Bekeshev expressed his concern about the potential risks associated with transferring state and municipal services to private companies, especially in the context of protecting citizens' personal data.

Today, January 13, during a meeting of the Constitutional Legislation Committee in the Jogorku Kenesh, a draft law allowing the outsourcing of certain state services was reviewed.

He noted that the current legislation already provides for the possibility of outsourcing; however, the experience of past years leaves much to be desired.

“I am not against outsourcing in general, but the law in its current form cannot be adopted. It is necessary to establish certain criteria for companies and individual entrepreneurs. We have already had negative experiences: the city administration transferred garbage collection to a private firm, and the results were disastrous. The evacuation of cars was also entrusted to a private company, which led to inflated prices of up to 3,000 soms for evacuation. This decision was overturned thanks to the prosecutor's office. An international company that dealt with the registration of mobile devices by IMEI failed to pay its employees and ultimately disappeared. Therefore, it is important that those we trust with state services are held to strict requirements. What if such a company disappears? We will be left with their hands on our personal data,” Bekeshev stated.

It is worth noting that the government has submitted a draft law to the Jogorku Kenesh that allows private contractors to provide certain state services. Deputy Minister of Economy Choro Seitov explained that this initiative is aimed at reducing the administrative burden on government agencies, and it is expected that tariffs may increase by 10%.
