At the meeting of the Jogorku Kenesh Committee on Constitutional Legislation, which took place on January 13, Deputy Kurmankul Zulushiev drew attention to a draft law concerning the optimization of the system of state awards and honorary titles.
He noted that before making changes, it is necessary to consider the provisions of other laws and constitutional acts, where the terms "Honored" are also present and special guarantees are provided.
Zulushiev emphasized that implementing the changes will require the refinement of several documents, including legislation in the field of healthcare, physical culture and sports, as well as local self-government and the constitutional law on the prosecutor's office.
Deputy Minister of Justice Kuban Kazakov noted that the committee's conclusion was reviewed, and a systematic approach to this issue is indeed necessary.
According to him, the draft law fully preserves social guarantees for those who have already been awarded, in order to eliminate possible legal conflicts and disputes.
Kazakov added that after the law is adopted, a transitional period of six months will be established, during which it is planned to create an interdepartmental commission to refine the regulatory framework.
Deputy Zulushiev also expressed concern that transferring the titles of the "Honored" category to the level of the Cabinet of Ministers could lead to a decrease in their status, as they may become departmental.
