The Housing Committee is considering a bill to attract $31.8 million for the construction and major renovation of veterinary laboratories.

- During the meeting of the Committee of the Jogorku Kenesh on agrarian policy, water resources, subsoil use, ecology, and environmental protection, held on January 12, 2026, a draft law concerning the ratification of an agreement on financing and a grant agreement under the "One Health" program was discussed.

Information about this was presented by Deputy Minister of Agriculture Zhanibek Kerimaliev.

According to him, this draft law proposes the receipt of $31.79 million in international funds, including a loan of $30 million and a grant of $1.79 million from the International Development Association and the International Bank for Reconstruction and Development. The agreements were signed on July 11, 2025, in Bishkek.

“The loan is provided for 50 years with a 10-year grace period and a zero interest rate. At the same time, no additional expenses from the republican budget are planned,” he specified.

Kerimaliev also noted that the project is being implemented under the regional "One Health" program and aims to prevent pandemics, strengthen food security, and protect ecosystems. Important areas of work include improving epidemiological surveillance of animal and human diseases, combating zoonotic infections, preventing antimicrobial resistance, and enhancing food safety.

The Deputy Minister indicated that the project plans to establish two major laboratories and carry out major repairs of seven district laboratories.

Deputy Tursunbaev (district No. 15) asked about the locations of the new laboratories, their characteristics, and construction costs.

In response, the director of the Veterinary and Animal Husbandry Service, Adilet Sotovaldiyev, stated that the laboratories would be built in the Kadamjai and Aksy districts.

Kerimaliev added that part of the products cannot pass export control due to the lack of necessary certificates, and conducting toxicological and parasitological studies in the new laboratories will allow for certification and increase the volumes of agricultural product exports.

Deputy Tursunbaev emphasized the importance of rational spending of grant funds, noting that the amount of $30 million is significant.
