Year of Strategic Decisions: KRSU Reaches a New Level of Development

This year has become significant for KRSU due to the signing of an intergovernmental agreement that envisions the creation of the first world-class campus of the Russian Federation beyond its borders. This project aims to strengthen bilateral educational cooperation and establish new standards for university infrastructure in the region.

Additionally, an important achievement was the reopening of the KRSU School after major renovations, where 564 students are currently enrolled. The school is integrated into a unified educational trajectory of "school - vocational education - university," which is part of a sustainable model for workforce training being developed by the university.

In 2025, the KRSU Board of Trustees was also established, and an endowment fund was opened for the first time, which will serve as a tool to ensure the long-term financial sustainability of the educational institution. During this time, the network of partnerships expanded, educational programs and scientific projects developed, as well as youth initiatives.

Land for the Campus: Legal Aspects of the Project



The implementation of the new campus became possible due to decisions made at the government level. The Cabinet of Ministers of the Kyrgyz Republic approved a resolution to convert a land plot in the Alamidin district of the Chuy region for the construction of the KRSU campus. The specified area in the Baytik Baatyr ayil okmotu is 27.82 hectares.

The land plots were reclassified from agricultural land to the category of land for settlements. Of these, 25.38 hectares are state-owned, while 2.44 hectares are privately owned. This decision was made within the framework of existing legislation as an exception for a strategic state project.

The resolution outlines obligations to terminate the rights of third parties, bring cadastral documents into compliance, and strictly adhere to all urban planning, environmental, and seismic standards. It also emphasizes the importance of preserving soil fertility, compensating for potential agricultural losses, protecting historical and cultural heritage sites, and the mandatory involvement of an archaeologist in the excavation process.

Teamwork as the Foundation of Success



Summarizing the results of the year, KRSU Rector Sergey Volkov noted that a significant achievement was not only the expansion of infrastructure but also the internal transformation of processes within the university.

According to him, a team was built at KRSU where ideas can originate from students, going through a full cycle from design to implementation. This approach allowed a shift from fragmented solutions to the creation of well-thought-out educational and public spaces.

In 2025, the university focused its efforts on complex infrastructure elements: engineering networks, heating, power supply, and cooling systems. This "invisible" part, as the management emphasizes, is the foundation for future changes.

Education, Partnership, and Social Initiatives



The year was also productive in the field of the educational process. KRSU expanded its cooperation with businesses and leading higher educational institutions, emphasizing practical roadmaps with measurable outcomes, which provided students with access to paid internships and study abroad opportunities.

Additionally, the university initiated a comprehensive program to support young teachers, including mechanisms for assistance with down payments on mortgages, development of social infrastructure, including plans to open a kindergarten. A system of social support for employees and non-working pensioners, including compensation and wellness programs, is also in place at KRSU.

Plans for 2026



The main priorities for the next year are to bring at least 50 percent of the infrastructure to regulatory standards, increase the demand for educational programs, grow scientific revenue, and enhance competitiveness in admissions. The university plans to actively attract faculty from other regions and abroad to enhance its competitiveness.

According to the rector, it is extremely important for KRSU not only to update buildings or launch new initiatives but also to create a sustainable development system focused on students and faculty, as well as on the demands of the economy. He considers the preservation of teamwork and trust within the team as essential conditions for the further growth of the university.
