Stalin District, now known as Jumgal District, is located in the northwest of Naryn Region.

Historical Context

In the early 19th century, the territory that is now Jumgal District was part of the Kokand Khanate. In 1868, it became part of the Turkestan Governorate of the Russian Empire, and after the October Revolution, it became part of the Naryn County of the Jeti-Su Region. Since 1924, this region was part of the Kara-Kyrgyz Autonomous Region of the Karakol-Naryn District, and from 1926, it was part of the Kochkor-Jumgal Volost of the Naryn Canton.

Jumgal District was established as an independent unit in 1930. However, in 1932, it was merged with Kochkor District under the name Stalin District. On May 20, 1935, Jumgal District regained its independence. In 1962, after the disbandment of the Tien Shan Region, it became part of Kochkor District, but on January 20, 1965, it once again became a separate district.

Cultural Life

In 1934-1935, a creative collective was established in the village of Chayek, which staged one-act plays. In 1937-1938, this collective achieved significant success, conducting large concert programs. The first leader was Abdyshym Kөbөgеnov. In 1939, a theater opened in Naryn, where A. Kөbөgеnov was appointed as the chief director, and many members of the collective also became part of it. Thus, the Naryn Musical and Dramatic Theater was created thanks to the talents from Jumgal. Currently, the Jumgal District Department of Culture oversees 4 music schools, more than 15 rural Houses of Culture, about 20 libraries, a district House of Culture, a cinema, a centralized library named after S. Baigaziev, and a historical and ethnographic museum.

Education

After 1917, Soviet schools were opened in the villages of Jangy-Aryk, Chon-Dobo, Baizak, and Chayek. Over time, the material and technical base and the quality of education improved. Approximately 15 graduates from the district became doctors of science, and about 100 became candidates of science. Among the first honored teachers were Kudaibergen Karynbayev, Abdy Baltabaev, Otunchu Nogoybaev, Azhyke Ibraimov, Sh. Kenjekulov, A. Toktobekov, M. Kadiyev, Z. Mombayev, Zh. Amanalieva, S. Turusbekov, and K. Arykov. Currently, there are more than 20 kindergartens operating in Jumgal District.

Healthcare

A 15-bed hospital was opened in 1927 in a private house in the village of Chayek. In 1932, a medical institution with 25 beds was launched, and in 1980, a new building was constructed, increasing the total number of beds to 225. In 1990, this number doubled to 440. From Jumgal, Gulai Abdykadyrova was awarded the title of Honored Obstetrician-Gynecologist, surgeon Aaly Orozobekov was awarded the Order of the October Revolution, F. P. Kapinos received the Order of the Red Banner of Labor, K. M. Moldokeyev was awarded the Order of "Ardak Belgisi," and Nurisa Kalkabaeva received the title of Honored Nurse. In 2002, as part of healthcare reform, the medical sector of the district was divided into the Family Medicine Center and the territorial hospital, and since 2021, they have been merged again into the Jumgal District Center for General Medical Practice.

Natural Resources

Jumgal District possesses rich natural and labor resources. Here, one can find many elements from the periodic table, including metals, salts, and minerals. Currently, about 25 coal mining enterprises operate in the district, and coal from Jumgal is supplied to various regions of the country. There is also a growth in small and medium-sized businesses: in the village of Kuiruchuk, a poultry farm operates, in the villages of Tүgөl-Sai, Jangy-Aryk, and Beshterek, fish farming enterprises are active, and in the village of Kök-Oy, a factory for the production of mineral carbonated water operates.
