Ministry of Agriculture: Farmers Have Started Using State Loans Strictly for Their Intended Purpose

According to information voiced by the First Deputy Minister of Water Resources, Agriculture, and Processing Industry, Zhanibek Kerimaliev, on the radio, farmers have begun to use state loans strictly for their intended purposes. At the beginning of the implementation of agricultural financing programs, there were instances where funds were spent on non-targeted needs, such as repairs and purchases unrelated to agricultural production. However, the situation has changed as a result of constant monitoring by the relevant authorities.

Kerimaliev noted that today, if a farmer receives a loan for the purchase of breeding livestock or quality seeds, these funds are used precisely for the stated purposes. Farmers have already adapted to the conditions and requirements of the programs.
He also spoke about the CPC program, which offers an interest rate of 6% per annum and has allocated 6 billion soms for its implementation. Under this program, financing is carried out through a cluster mechanism, where farmers enter into contracts with an aggregator, around which a cluster is formed, and through it, credit funds are distributed.
The key principle of state support remains the cluster approach "from field to shelf." Nevertheless, according to Kerimaliev, there are a number of difficulties in developing cooperation among farmers, as not everyone is ready to effectively unite.
“It is important to unite not only on issues of land or equipment but also on products. Only in this way can we increase production volumes and consolidate farms,” he explained.
Kerimaliev emphasized that the consolidation of farms is one of the main tasks of agricultural policy, especially considering the entry into external markets, including China. For successful export, a large volume of homogeneous products of one variety is necessary, which simplifies calibration and the formation of batches.
According to him, work in this direction is being carried out within the framework of agricultural financing programs, including the FSK program. Many farmers are already actively using these tools for crop production and livestock farming.
“Each program has its own circle of clients. Usually, farmers working under the FSK program do not switch to other mechanisms, as they are well acquainted with the conditions and procedures,” concluded the First Deputy Minister.
