The Association of Millers Reported on Efforts to Strengthen Its Own Raw Material Base

In Kyrgyzstan, measures to improve the raw material base for grain processing are actively being developed. This was reported by the president of the Millers Association, Rustam Junushov, in an interview on the radio.

Junushov noted that discussions on strengthening the raw material base of the milling industry took place back in 2024 with the participation of the Minister of Agriculture, Bakyt Torobaev.

“We gathered all the millers and discussed ways to strengthen our raw material base. The minister suggested that we take farmers under a sort of mentorship, coordinate their work, and provide assistance, so that we could then have the opportunity to purchase and process this raw material,” he shared.

According to him, processors are interested in using domestic raw materials, as it is more economically viable and reduces dependence on imports.

“We are facing difficulties with imports. In 2024, we imported significant volumes of wheat from Russia, but in 2025, these volumes decreased, and we had to increase purchases from Kazakhstan. This is due to technical limitations on the passage of wagons. If we planned to import about 500 wagons a month, we could actually receive only about 100,” Junushov explained.

He also added that the experience of the pandemic showed how vulnerable dependence on imports can be.

“During the period of 2019-2020, the market was composed of 85% imported flour. When the borders closed, a shortage arose, and prices for essential products increased by 60%. Today, such a situation does not exist,” he noted.

Junushov reported that, according to an agreement with the Cabinet of Ministers, processors are required to store reserves of raw materials and finished products for a period of 2 to 3 months.

“We have the necessary reserves, and at present, we can confidently say that risks similar to those during the pandemic are absent,” he added.

Moreover, considering the current geopolitical situation, the industry continues to strengthen its preparation for possible restrictions.

“We are increasing storage capacities. The state is helping us in this by providing preferential loans for leasing equipment, machinery, and working capital. These long-term and low-cost funds are a significant support for us,” he concluded.

According to Junushov, with the support of the state, the milling industry expects to achieve its set goals for ensuring its own raw material base in the near future.
