At an extraordinary meeting of the Committee of the Jogorku Kenesh on industrial policy, transport, fuel and energy complex, architecture, and construction on December 26, Deputy Gulya Kozhokulova raised the issue of the possible demolition of "Stalinki" in the center of Bishkek for the construction of new multi-story buildings. The committee discussed the city’s master plan project until 2050.

The chief architect of the master plan project, Irina Grishechkina, who is also the deputy director of the Research Institute of Prospective Urban Development from St. Petersburg, explained that high-rise construction in the city center is not planned. According to her, there are historical buildings in this area that have protective zones, which limits the possibility of constructing objects taller than a few stories. She noted that even in the adjacent areas, the construction of new buildings is not anticipated, so the central part of the city will remain low- or medium-rise.

Kozhokulova also pointed out the recent demolition of the Museum of Military Glory at the intersection of Moskovskaya and Logvinenko, where construction is currently underway.

Bishkek's Vice Mayor Azamat Kadyrov stated that he is not aware of the height of the planned object and promised to provide a written response on this matter. In response, Kozhokulova expressed her dissatisfaction, noting that the construction of such objects is inappropriate in the city center, where there is a whole complex of historical buildings.

The first deputy head of the State Enterprise "Bishkekglavarkhitektura," Aziret Akimov, clarified that construction in this area was permitted in accordance with the current master plan, and the object underwent review by the city council. He added that within the framework of the master plan, the replacement of 3-4 story "Khrushchyovkas" and "Stalinki" with medium-rise buildings is planned, which is possible in the case of implementing housing renewal programs or at the request of the owners. The maximum height of such new buildings may reach 9 stories, and demolition will only be carried out with the consent of the owners.
