At the meeting of the Committee of the Jogorku Kenesh on Industrial Policy and Construction on December 26, Gulya Kozhokulova expressed her concern about the loss of 52 cultural heritage sites in the city.

She noted that the legislation clearly defines the responsibilities of local authorities for the protection of monuments — their maintenance and restoration. "These functions are outlined in several articles of the laws on the status of the capital and urban planning. Why are they not being implemented? We have an article on vandalism in the Criminal Code. Why doesn't the city hall, which shows a barbaric attitude towards monuments, want to take responsibility? Who will be held accountable for this?" the deputy asked.

In response, Vice Mayor Azamat Kadyrov noted that there is a specific procedure for including and excluding objects from the list of monuments. He added: "The procedure was followed before these objects lost their value. Some of them were in a state of emergency and unsuitable for use and restoration."

Kozhokulova insists that the lost 52 objects were previously included in the lists.

She expressed her dissatisfaction, saying: "You are officials! Why engage in empty talk? I base my statements on the law. It clearly states that government bodies must preserve and restore monuments. This is preservation and restoration, not destruction! Many monuments were destroyed due to your negligence. You must acknowledge this! You are in the service of the people, and your salary is paid from taxes. You need to make a statement. You are being criticized, and you just remain silent," Kozhokulova concluded.
