At the meeting of the committee of the Jogorku Kenesh, held on January 13, deputy Marlen Mamataliyev expressed disagreement with several aspects of the bill concerning the reform of the system of state awards and honorary titles.

He emphasized that titles of the "honored" category should remain within the framework of the state award system, as they represent an important recognition of the merits of individuals who have worked long in their profession and strive for high achievements.

“Excluding these titles from the state awards system and transferring their regulation to the level of the Cabinet and ministries could lead to a decrease in their status and significance. A person works their whole life to reach a certain level, and in the end, it may turn out that this title no longer exists. This is incorrect,” Mamataliyev noted.

Moreover, he supported his colleague Gulnara Akimbaeva, pointing out his disagreement with the bill's merging of the concepts of "writer" and "poet." “These directions in creativity are different, and their unification could lead to a loss of separate recognition of poetic art,” he added.

In response, Deputy Minister of Justice Kuban Kazakov stated that previously awarded titles would retain their validity along with all the social guarantees provided, and the proposed changes are aimed at optimizing and streamlining the award procedure.

If the bill is adopted, the procedure for awarding the Honorary Certificate and conferring the titles of "Honored," which previously had the status of state awards, will be determined by the Cabinet of Ministers.

Deputies Kubanychbek Samakov and Gulnara Akimbaeva suggested not transferring the "Honored" titles to the government, but completely excluding them, noting that even 20 types of titles are too many. In other countries, such titles are absent, and well-known artists do not have them at all.

Kazakov added that an interdepartmental commission will be formed to consider this issue. He noted that there will be fewer awards than in the 2023 bill. At the same time, he emphasized that it is impossible to completely eliminate honorary titles, as the Constitution stipulates that the president has the authority to confer them.
