On the website of the Jogorku Kenesh of the Kyrgyz Republic, a draft law concerning changes to the legislation on external migration has been presented. This draft law proposes a new procedure for the entry and stay in the country of individuals who were previously citizens of Kyrgyzstan but subsequently obtained citizenship of other countries.

According to the new amendments, the general stay limits established for foreign citizens will not apply to this category of citizens. This means that they will be able to freely cross the border, stay within the territory of the republic, and leave it without the need for a visa and without time restrictions.
The justification for the initiative states that many former citizens of Kyrgyzstan maintain strong family, social, and economic ties with their homeland, own real estate, run businesses, and make investments in the country's economy. The initiators of the law believe that existing migration restrictions create excessive administrative barriers for this category of citizens.
The authors of the draft law emphasize that the proposed changes do not create a new migration status and do not abolish existing legislative norms, but rather introduce special conditions for regulating the stay of this group of individuals.
