The Committee of the Jogorku Kenesh, which deals with constitutional legislation, completed the review of the draft law "On Amendments to the Constitutional Law 'On Elections of the President and Deputies of the Jogorku Kenesh'" in the third reading on January 13.
The initiator of this draft law is Deputy Dastan Bekeshev. In his initiative, he proposes to allow the participation of teenagers in the electoral campaigns of candidates, while excluding any campaigning actions.
According to the draft, candidates will be able to use photographs and video recordings in their campaign materials, regardless of age.
The main provisions of the draft law are as follows:
- Individuals under the age of 18 are prohibited from conducting campaigning, as well as distributing and producing campaign materials. However, for teenagers aged 16 to 18, permission is provided to participate in activities of candidates that are not related to campaigning, provided there is written consent from parents or legal representatives.
- Candidates have the right to use their own photographs and video recordings of any age in campaign materials.
- Candidates will not be held responsible for the presence of individuals under 18 years of age at election meetings.

It was previously reported that the Cabinet of Ministers had a negative assessment of this draft law.
