The Central Election Commission has designated banks for opening special accounts for the electoral funds of candidates and parties participating in the repeat elections to the City Duma in District No. 13.
The Central Election Commission of the Kyrgyz Republic (CEC KR) today, December 30, at its meeting, made a decision that OJSC "Eldik Bank" and OJSC "Aiyl Bank" will open special accounts for the electoral funds of candidates and political parties participating in the repeat elections of deputies of the Jogorku Kenesh in multi-mandate electoral district No. 13.
In addition, the use of mobile applications of these banks for collecting voluntary donations for electoral funds is permitted. According to the provisions of the constitutional Law "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh," all candidates nominated by self-nomination, as well as political parties, must create their electoral funds to finance their election campaigns. All revenues to the electoral fund must be transferred to a special account in the bank, which is opened by the candidate or political party with the consent of the CEC KR. Funding for electoral funds may come from the following sources:
- the candidate's or party's own funds; - voluntary donations from both individuals and legal entities, except for those that are prohibited.
Contributions may be made through bank settlement accounts or mobile applications, as well as in cash through the cash settlement departments of banks. It is important to note that cashless transfers or cash deposits through unidentifiable payment systems are prohibited to avoid anonymous donations.
Financial resources from electoral funds must be used strictly for their intended purpose, that is, to cover expenses related to conducting the election campaign. For more detailed information on the procedure for opening special accounts and the rules for forming and using the funds of electoral funds, you can refer to the Regulation "On the Procedure for Forming, Accounting for the Receipt and Expenditure of Funds from the Electoral Fund of a Candidate or Political Party in the Conduct of Elections of Deputies of the Jogorku Kenesh," available on the official CEC website in the section of CEC regulatory legal acts.
