- On January 13, 2026, the Committee of the Jogorku Kenesh on Labor, Health, Women's Affairs, and Social Issues announced its decision to withdraw the following bills for further refinement:

- "On the prohibition of the use of electronic nicotine delivery systems and electronic cigarettes on the territory of the Kyrgyz Republic";

- "On amendments to certain legislative acts of the Kyrgyz Republic" (including amendments to the Law "On the Protection of the Health of Citizens of the Kyrgyz Republic from the Consequences of Tobacco, Nicotine Consumption, and Exposure to Tobacco Smoke and Aerosol," as well as changes to the Code of Offenses of the Kyrgyz Republic).

According to the committee members, the bill will be revised taking into account all comments and suggestions, after which it will be presented again for discussion in the Jogorku Kenesh.

At the previous plenary session, deputies and representatives of the State Tax Service actively discussed that a complete ban might prove ineffective, as it leads to an increase in smuggling, a decrease in budget revenues, and opens up opportunities for legalizing trade with tax payments.
