These agreements were signed on July 11, 2025, in Bishkek between Kyrgyzstan and the International Development Association, as well as the International Bank for Reconstruction and Development, which acts as the administrator of the Trust Fund established for pandemic prevention and response.
The main objectives of the project are to prevent pandemics, strengthen the resilience of food systems, and protect the health of ecosystems in Central Asia. The program proposes an integrated "One Health" approach that encompasses human, animal, and environmental health.
Under these agreements, Kyrgyzstan will receive the following financial resources:
- a loan of 30 million US dollars for a term of 50 years with a 10-year grace period and a zero interest rate;
- a grant of 1.79 million US dollars.
It is planned that these funds will be directed towards:
- strengthening monitoring and early detection of zoonotic infections in humans, animals, and wildlife;
- modernizing laboratory networks, including equipment and enhancing diagnostic capabilities;
- preventing antimicrobial resistance through the rational use of antibiotics in medicine and veterinary medicine;
- ensuring food safety at all stages of production and processing;
- creating and strengthening epidemiological surveillance systems, including monitoring of wild and migratory animals;
- developing interagency coordination and a legal framework in the field of biological safety;
- training personnel, educating specialists, and implementing information platforms for data sharing.
