This initiative aims to strengthen international scientific cooperation in the study of mountain glaciers, snow cover, and permafrost. An important task is also to assess the impact of these natural phenomena on the water resources of Central Asia in the context of climate change.

According to the agreement, the status of a category 2 center will be in effect for eight years. The document also outlines measures for conducting scientific research and educational activities, coordinating regional projects in glaciology and water resources, as well as establishing a Governing Council with the participation of representatives from the government of Kazakhstan, UNESCO, and countries in the region.

The center will have the opportunity to implement joint scientific projects, organize seminars and educational programs involving international experts, as well as ensure open access to scientific data and introduce modern technologies for monitoring and preserving glaciers.

Previously, this agreement underwent the ratification process in the Mazhilis.

Note:

Category 2 centers are not part of UNESCO's structure and are not directly funded from its budget. They are established and supported by the host country while working in accordance with UNESCO's programs and priorities, which contributes to the realization of its goals at both regional and international levels.
