The initiative, originating from the Cabinet of Ministers, includes amendments to the Criminal and Criminal Procedure Codes, the Code of Administrative Offenses, and the Law on Road Traffic. The development of these changes is being carried out in accordance with the presidential decree regarding measures to ensure safety on the roads.
Deputy Minister of Internal Affairs Oktobyr Urmambetov presented the draft law and noted that the following changes are planned to be implemented:
- to increase penalties for drivers responsible for traffic accidents resulting in death, if they were under the influence of alcohol or drugs;
- to abolish the possibility of exemption from liability through reconciliation with the victims;
- to exclude the application of probation for those who caused fatal traffic accidents;
- to increase the term of administrative arrest for driving under the influence of alcohol to 20 days;
- to equate mopeds to motor vehicles, requiring drivers to have a category A1 driver's license;
- to increase the duration of arrests and the amounts of fines for other violations.
During the discussion, deputies Azamat Israilov and Ulukbek Uzakbaev proposed to additionally consider the introduction of fines for drivers who commit serious violations while intoxicated, in addition to the revocation of their licenses.
As a result of the discussion, the concept of the draft law was approved by the deputies.
