Speaking at the meeting, Amanova noted that the import of iodized fish from seas and oceans is necessary, but it is important to analyze in advance whether the new bill will negatively affect local fish farmers.
Deputy Minister of Economy Choro Seyitov reported on the plans of the Ministry of Economy and the Ministry of Agriculture to conduct an analysis of import and export volumes. He also added that within the framework of the EAEU, Kyrgyzstan has the right to impose temporary restrictions on imports for up to six months in the event of a sharp increase in import volumes or threats to the domestic market. If necessary, according to Seyitov, protective measures will be implemented.
The deputy emphasized the importance of supporting Kyrgyz mountain trout for export and proposed to formalize this support through legislative initiatives based on the existing aquaculture development program until 2029.
On that day, the committee also considered the bill "On the Ratification of the Protocol Amending the Marrakech Agreement Establishing the World Trade Organization," which will allow Kyrgyzstan to join the WTO agreement on fisheries subsidies.
This document is necessary to fulfill the internal procedures required for the agreement, adopted on June 17, 2022, at the 12th Ministerial Conference of the WTO in Geneva, to come into force. It became the first multilateral WTO agreement with binding legal force aimed at protecting the environment and the sustainable use of marine biological resources.
The fisheries subsidies agreement prohibits government support for illegal, unreported, and unregulated fishing, as well as preventing overfishing of fish stocks. It defines key terms in the fishing industry, the procedure for notifying the detention of vessels suspected of illegal activities, and regulates the functions of the Committee on Fisheries Subsidies.
As a result of the discussion on the bill, the committee approved it in the first reading.
