As of today, the number of illegal dumps in the country has decreased from approximately 400 to 220, thanks to measures being implemented to improve the organization of landfills. This was reported by the Minister of Natural Resources, Ecology, and Technical Supervision, Meder Mashiev, in an interview with AKIpress.

The Minister noted that the introduction of the Extended Producer Responsibility (EPR) system is aimed at optimizing waste management and more effectively disposing of hazardous materials.
Mashiev also spoke about the first waste incineration plant in Central Asia, located in Bishkek, which is capable of processing up to 1,200 tons of waste per day and generating up to 30 MW of electricity. Currently, the plant has already reached a capacity of 28 MW, processing about 1,000 tons of waste daily. In case of an increase in waste volumes, the construction of an additional block is planned, which will allow for an increase in production capacity.

With the introduction of this plant, the main waste issues in Bishkek and the Chui region have been successfully resolved. Starting next year, the reclamation of the existing landfill is planned, and all waste from this region will be directed for processing at the new plant.

Additionally, the Minister mentioned a law that restricts the circulation of plastic products. From January 1, 2027, a complete ban on the production, sale, and free distribution of plastic bags will be introduced in the country. In the resort area of Issyk-Kul, restrictions will begin to take effect from 2023-2024, and starting in March 2025, fines for violations will be imposed.

According to Mashiev, although the law has already been adopted, there are certain difficulties. In particular, issues related to alternative materials, such as paper bags, need to be resolved. Currently, there are only a few factories in the country producing paper or biodegradable packaging products. In collaboration with the Ministry of Economy and other institutions, the Minister outlined plans to regulate the production of these goods through restrictions on imports and exports.
