Fines for candidates for the participation of minors in meetings with voters may be canceled

The bill concerning the responsibility of candidates for the presence of minors at election meetings has received approval in the third reading from the committee of the Jogorku Kenesh.


The Committee on Constitutional Legislation, State Structure, Local Self-Government, and Regulations reviewed the initiative proposed by Deputy Dastan Bekeshev to introduce the cancellation of fines for candidates if minors are present at meetings but do not actively participate in campaigning.

Deputies supported this initiative, pointing out that candidates cannot control who attends their events, especially in rural areas. In cities, voter turnout has been low, while in villages, large groups of people gather for meetings, making it impossible to guarantee that there are no minors among them.

Bekeshev emphasized that the presence of children at meetings is not an intentional act on the part of candidates. For example, if a woman comes with a small child, the candidate has no right to ask her to leave.

“If parents cannot leave their children at home and bring them to the meeting to listen to the candidate, this should not entail responsibility for the candidate themselves,” the deputy stated.

He also noted that opponents of candidates often take photos of children at such meetings, publish them on social media, and accuse candidates of campaigning among the youth. Based on such accusations, the Central Commission for Elections and Referendums previously imposed fines on candidates, which also occurred during the 2021 elections.

According to the deputy, the fines reached up to 7,500 soms.
