Marlen Mamataliyev proposed to deprive Kyrgyz citizens of benefits for not voting

This includes participation in state housing programs and studying on a budget at universities


Marlen Mamataliyev, a deputy of the Jogorku Kenesh, has proposed an initiative to deprive Kyrgyz citizens of certain benefits for not attending elections. He presented a draft law aimed at encouraging citizens with voting rights to actively participate in elections and referendums.

According to him, in November 2024, about 4.2 million voters were registered in Kyrgyzstan, but the number of those who ignore elections is increasing every year.

The election statistics are as follows:

Presidential elections:

-2011 – 61.28%;

-2017 – 56.11%;

-2021 – 39.16%.

Parliamentary elections:

-2010 – 59.19%;

-2015 – 39.78%;

-2020 – 54.38%;

-2021 – 34.61%;

-2025 – 36.90%.

Referendums:

-2010 – 72.24%;

-2016 – 41.68%;

-2021 – from 36.66% to 39.12%.

Local council elections:

-2012 – 48.67%;

-2016 – 44.42%;

-2021 – 38.78%;

-2024 – 28.68%.

As justification for his initiative, Mamataliyev mentioned that this issue was also raised by the president at the IV People's Kurultai.

According to the deputy's proposal, Kyrgyz citizens who miss elections without a valid reason may be deprived of access to a number of preferences, including participation in state housing programs, discounts on administrative fines, additional points during university assessments, as well as priority for budget places in master's and doctoral programs and receiving state grants.

Those who actively participate in elections, Mamataliyev suggests, should retain these benefits and additionally have a lottery organized.
