
Investigative actions revealed a large-scale scheme during the public procurement process, which led to preliminary damage to the state budget amounting to approximately 182 million soms. These financial violations became known as a result of an audit of certain stages of the procurement process.
This project, within which violations were discovered, started in 2015. At that time, the Bishkek city administration received a loan of 22 million euros for the modernization of the waste collection system and the acquisition of specialized equipment, including bulldozers, loaders, and garbage trucks. Funds were also allocated for the design and construction of a new landfill for the Municipal Enterprises "Tazalyk" and "Bishkek Sanitary Landfill."
A criminal case regarding corruption has been initiated in accordance with Article 336 of the Criminal Code of the Kyrgyz Republic. On January 12, 2025, the SCNS conducted a series of operational activities during which the suspects were detained. Currently, the individuals involved in the case are in the temporary detention facility of the SCNS.
Additionally, efforts continue to identify all implicated officials and to assess the total amount of damage caused to the budget.
